Recreational Grounds Use, Access and Vehicle Parking Policy
The policy covers the use, access and vehicle parking for the Recreational Grounds in Gosberton Village and Risegate
General Policy
 There is no permitted access or parking for motorized vehicles of any sort in the park, this includes Electric bikes/scooters and any other leisure vehicle.
1. There is no permitted access for dogs*, horse riding and bicyles.
2. No bonfires or fireworks are permitted.
3. No betting
 
*Assisstance dogs as defined in the 2010 Disability Act are permitted access.
 Exceptions
1. Parish Council and subcontractor vehicles associated with the maintenance of the park. Subcontractors must hold appropriate Public Liability Insurance as per Gosberton Parish Councils Subcontractors Policy.
i. Gosberton Parish Council will not be held responsible for any damage to subcontractor vehicles or third parties.
2. Under exceptional circumstances access maybe granted to vehicles for Parish and Community activities. Application for use of the recreational grounds must be made at least 6 months (at the Council’s discretion) prior to the event. The event must be open to all residents, non-commercial, beneficial to the Parish and Community and:
i. Any such event must have valid event insurance covering third party injuries and damage to park equipment and infrastructure.
ii. The event organising committee will provide a list of all vehicles requiring access prior to the event.
iii. The event organising committee are responsible for returning the park back to its original state i.e. levelling / filling ruts, regrassing  etc.
iv. Vehicles will not be allowed on the park in the event of bad weather or if considered inappropriate (see 2.b.ii).
3. Use of Rectreational Grounds and Vehicle Access Application
Application should be made to the Clerk Gosberton Parish Council and include the following:
• Event purpose and name of charity or group.
• Brief explanation of benefit to the Parish or Community.
• Name and address of event organiser contact number.
• Date and time of event.
• Reason for requiring vehicle access if needed.
 
4. The applicant will also need to provide, when available, but at least 14 days before the event:
i. List of vehicle types / sizes.
ii. Completed risk assessment 
iii. Insurer details and policy schedule.
iv. Additional information and answers to questions may be required and attendance of event organiser(s) to a PC meeting.
5. A booking form should be completed and returned to the clerk.
 
Important – Please Note
• Free public access is to be retained throughout the entire hire period, and safe and unrestricted public access to all play equipment must be guaranteed.
• There are no electrical, gas, water or drainage services available at the grounds.
• There are no public toilets or other amenities available.
• All such services and associated costs will need to be provided by the organising charity or group.
• Parking is limited both in Gosberton Village and Risegate and the organisers are responsible in ensuring that event participants park legally without obstructing access for residents and businesses.
• The organisers are responsible for obtaining appropriate Temporary Event Notices from South Holland District Council.
