Minutes of the Meeting of Gosberton Parish Council
held on Monday 25th April 2022
 
Present: Councillors: John Clark (Chair), Jeremy Bennett, Denise Benjamin,
Tim Smith, Sue Thorley, Sue Wray, Peter Waudby, Fran Newton (clerk)     
 
Also in Attendance: District Cllr Henry Bingham.
Open Forum: No one in attendance.
 
1. Introduction of our new Clerk and Responsible Financial Officer: Mrs Fran Newton
2. Apologies for absence and reasons given: Cllr Neil Oakman (reason accepted).
3. Declaration of Interest and dispensation request for relevant items:  None received.
4. To approve and sign the minutes of Meeting held on Monday 7th March 2022 and the Extra Ordinary Meeting held on Monday 28th March 2022:  The minutes were approved and signed as correct.
5. Chairman’s remarks and correspondence: Due to the Clerk resignation, corre-spondence is pending.
6. To consider requests for donations towards:  A/ the refurbishment of the clock-face of Gosberton Parish Church – Proposed to donate £250.00 – approved. B/ Gosberton Church Flower Festival – event is going ahead this week – no donation to be made. 
7. To consider purchasing a bench for Gosberton Risegate War Memorial:  It was suggested that a Bench similar to the one in Gosberton Village is purchased. Agreed to source quotations. At this point the possibility of sign writing on the back of the Notice board outside Prince build was discussed as it was felt that it was not marked up clearly. To be actioned
8. To discuss issue in Whitehall regarding SHDC verge cutting contract:  A complaint from a Parishioner regarding parts of the verge not being cut by the contractor. Cllr Wray agreed to contact SHDC to make them aware of the situation. 
9. Suggestions for naming 3 roads on the new Housing development off High Street/Boston Road:  An email has been received from Planning office requesting idea. It was decided to contact the History Society to enquire if there are any old road names/ or Old Village Public houses that could be used. Clerk to contact History society. 
 
10. Gosberton Risegate Playing Field Update:  The Action   group have tidied up the Playing field area. A fundraising event has been held and they are ready to make a donation of £410.00. The new Swing is also in production. 
 
11. Garden Allotments Update:  The land has been worked over again. The Chair and Cllr Waudby are to meet on site to measure out a trial plot. Applications have been received from 16 interested parties. Posts to mark out the Car parking areas are available from Cllr Bingham.        
12. Queen’s Platinum Jubilee Celebrations:
• Thursday - GCAT
• Friday Afternoon – Senior Citizens Tea party. Invites have been offered to local Care homes and posters to be placed in the Village. The Council will be responsible for the catering, to be decided whether to make/ buy in sandwiches. Party boxes to be made up to each person attending. Tickets are now available. 
• Friday Evening - Live Band, Hog Roast and Bar,240 tickets are being printed to be sold @ £6.00 per person. 
• Saturday – Risegate playing field committee
• Sunday – Church service and fete/bazaar
Enquiries are to be made regarding on-site security, no vehicles to be allowed on   the field apart from loading and unloading. Cllr Thorley to check Bar licence and public liability cover to be checked. Bunting for the Marquee, and Jubilee signs to be placed on lamp posts have been purchased.        
13. Children’s Commemorative Gifts:  Ideas were suggested to gifts including   Commemorative coins, book marks and mugs. Cllr Thorley to contact Clough school  to request numbers (they are already purchasing coins), Chair to contact Gosberton school, Clerk to contact Gosberton House school to request numbers. 
14. Matters for urgent discussion 
•    A fuel card is to be sourced for the Cemetery grounds man, Clerk to look into this.     Groundsman to be asked to purchase all gardening equipment from Pecks or Weston Farm Supplies, this will alleviate the need for cash handling. 
•   Gosberton Wombles have  informed us that people have been lighting bonfires on the Playing field and leaving empty drinks cans.
•    A new email address to be set up for the Clerk, as soon as this is active emails to be sent to relevant contacts advising of change of details. 
•    Highways contacted regarding the resurfacing that should have taken place along Lowgate. Highways are resolving matter with contractor, also it is noted that the Footpath is in need of repair, as it is causing problems for people in wheelchairs accessing the Medical Centre. 
•    Brackets for the speed cameras are in need of repair.
15. Planning Matters- applications received where a decision has not already been   submitted to SHDC: 
 For comments:
i) HOB-0159-22 – 11 Bowgate, Gosberton- 2 storey and single storey extensions and alterations.
ii) HOB-0347-22 – Morstead House, Cheal Road, Gosberton- 2 Storey extension
iii) HOB-0373-22 – The Chestnuts, 286 Siltside, Gosberton Clough- extension and alterations

16. Finance and Payment of Accounts – Banking authority changed, accounts can be paid
17. Councillor reports from other Committees:  Unknown Donors Charity- the land has been valued and registered. Notice to be served on all Tenants and the land re-let. No rent has been collected since 2019. Aiming to be resolved and new Tenants appointed by end of 2022.
18. Agenda Items for next Meeting:  Finalising plans for Jubilee 
19. Date for Next Meeting – Monday 30th May 2022 at Public Hall at 7.30pm. Extra Ordinary meeting to discuss Jubilee Monday 9th at Marjoram at 7.30pm
