Minutes of the Meeting of Gosberton Parish Council
held on Monday 12th December
Present: Councillors: J Clark (Chair), S Wray, S Thorley, P. Waudby, F Newton (Clerk).

Open Forum: Three Trustee’s representing Gosberton Youth Centre in attendance. Letter from Trustee’s circulated setting out the issues and reasons that they are proposing that the building is sold. Resolved to set a date to meet in the New Year to discuss at length and also the PC to inspect the building
116. Apologies for absence and reasons given. Cllr J Bennett -work, Cllr N Oakman- illness, District Cllr S Walsh- meeting, District Cllr Bingham-meeting, reasons accepted
117. To receive declarations of Interests and consideration of any requests for dispensations in accordance with the Localism Act 2011 – none received
118. To approve and authorise the minutes of the meeting held on Monday 3rd October 2022, and to approve and authorise the minutes of the meeting held on Monday 7th November - minutes have been circulated, were agreed and signed

119. Chairmans and Clerks report: copies of Clerks report circulated. Clerk now managing the Cemetery bookings and to attend next available ICCM course in February. A new printer has been purchased. Work on Oak tree in Cemetery has been completed
120. To discuss quotation from Elan ref converting Speed Cameras to Solar power. Resolved: Clerk to make further enquires with Elan and report back at the next meeting
121. To discuss and adopt updated Publication Scheme. Resolved: discussed and adopted.
122. To discuss and adopt updated Health and Safety Policy: Resolved: discussed and adopted.
123. To discuss and adopt updated Complaints Procedure: Resolved discussed and adopted.
124. To discuss provisional ideas for the Kings Coronation: The Date has now been confirmed as 6th May, with 8th May being a bank holiday too, ideas were discussed including Afternoon Tea for Pensioners in the Public Hall and Party in the park- weather depending. Resolved: Cllr Thorley to enquire about pricing from Manor Marquees, suggested a party in the park with a band and burger van/fish and chips. Terry Patey to be asked about music for Tea party. A meeting to be held with Public Hall committee to liaise.
125. Update on Youth Club Building: as discussed in Open forum
126. Update on Allotments: All farming allotment tenants have paid up to date. More posts have been purchased to complete the marking out of the Garden Allotments. A map to be drawn up. Rents £40.00 for full, £25.00 for half to be paid up front annually.
Resolved: Clerk to contact interested people and start to send out agreements
127. To agree meeting dates for 2023: Dates circulated and agreed. Resolved: to publish on notice board/website
105. To discuss Allotment update. The land has been worked, boundary posts to be installed this week, Contact has been made with previous interested parties. Resolved: there will be 16 full size and 8 half size plots. To be let from 1st January 2023 £40.00 per full plot and £25.00 per half. Agreements to be drawn up. To be discussed at next meeting

130. Reports from other committees: GRIN meeting held, Christmas distribution to pensioners has taken place. Unknown Donor meeting- the sub-letting has stopped, land being farmed for a year, then advertised out to tender. Each village is owed 3 years of donation money. Public Hall, donation towards defibrillator is now due - £400.00
131. Urgent Matters not on the agenda- co-option of D. Leworthy discussed- agreed to agenda and formalise at the next meeting. Chair to take down flag and war memorial and store over winter
