Minutes of the meeting of Gosberton Parish Council held on 6th July 2026
Present: Cllr J Clark (Chair), T Smith, N Oakman, I Hobling, D Leworthy, J Ascough, P Waudby, S Weatherly-Barton and F Newton (Clerk)
Also in attendance: Representative from SHDC Waste services and 1 MOP observing
Open Forum: Mr D Reed from Waste services gave a short report on the new Waste collection services that are planned to be rolled out later this year. Leaflets were left with Councillors and Clerk to add to website, social media and notice boards. There is a dedicated help line available for any residents
who need help with assisted collections/exemptions. Mr Reed left the meeting at 7.54pm
755. To resolve to accept Apologies for Absence and reasons given in accordance with the Local Government Act 1972 s85(1): apologies received from Cllr Firth- Resolved to accept
756. To receive declarations of interests and considerations for any requests for dispensations in accordance with the Localism Act 2011 and to remind Councillors to keep DPI up to date with SHDC- no new declarations received
757. To receive and approve the minutes of the meeting held on Monday 18th May 2026: Resolved to approve with amendment to minute 744

759. To receive the Clerk’s report on correspondence received and consider any recommendations:

Clerk added- After speaking to Police about underage drinking, has contacted SHDC Licensing team to report matter. Chair and Clerk visited allotments on 22nd June regarding reports of youths who had been chopping wood and building a den in the undergrowth. A tenant had reported this and taken the knife for safe keeping. Police informed and are investigating. Groundsman has cut back lime tree and dead wood around the gate to the park. Reports of a wasp/bee’s nest in Risegate park, investigated, area taped off, found to be Miner bees which are harmless. Letters also sent to two residents of Wargate way who is believed to be fly tipping garden waste in the cemetery. Contacted SHDC Waste services regarding a new dog bin along Windmill Lane.

Resolved to adopt Scheme of Delegation and Allotment Data protection agreement. Recreations grounds policy to be reviewed with amendments at the next meeting
762. To receive update on community Speedwatch- Cllr Ascough reported that there was no update, a lot of members are on holiday and unable to align dates
763. To receive update on Cemetery and consider Cemetery fees- no update on Cemetery. Fees discussed and be amended, due to of space in the burial section it was agreed to limit this area to Parishioners only- non-Parishioners can apply and this will be decided by full Council at the time. No Exclusive Rights (reserved plots) to be sold to non-parishioners. Burial into new plot will be £500.00 non-parishioner is approved £2500.00. Exclusive rights increased to £175.00. Burial into a grave where exclusive rights have been purchased increased to £325.00, non-parishioner £1625.00. Burial of a child under 16- no charge, for non-parishioner £500.00 (subject to approval) Ashes interment for non-Parishioner to increase to £750.00. Ashes into an existing plot/grave £90.00 for non-parishioners increased to £450.00. This motion was proposed by Cllr Waudby and seconded by Cllr Leworthy. Christmas wreaths to be removed on or around 1st week in February. Resolved to accept
764. To receive update on Gosberton War Memorial- no update, Clerk to chase for quotes, and to ask on Clerk forum for guidance on dates when other Councils remove Remembrance day wreaths. It was suggested that a frame to hold wreaths may be worth looking into- clerk to action
765. To receive update on Gubboles Drove- the area has been mowed. Cllr Waudby to arrange to be mown again in next couple of weeks.
766. To discuss wasteland- Sandiacre- The potential sale of the wasteland was discussed. Resolved not to sell at the present time as Council have no immediate products that require funding.
767. To discuss ongoing litter issues at Gosberton playing field and to received latest report on play equipment. The clerk reported that there has been issues with empty cans, broken glass bottles and dumped bicycles in the park. The groundsman has spoken to some of the young people in the park since then the litter situation has been better. There have been reports of people smoking drugs too. The gate has been taken off its hinges and some of the wood around this area damaged. It was suggested that split pins could be added to top of gates. Groundsman has repaired damaged fencing. Clerk reported that the loose bracket on the swing had been repaired too. Situation to be monitored.
