Minutes of the Meeting of Gosberton Parish Council

held via MS Teams on Monday 18th January 2021

 

Open Forum: George Wallace was in attendance at the parish councillors request.

 

Present: Councillors: John Clark (Chair), Jeremy Bennett, Emma Walters, Neil   Oakman, Sue Thorley, Sue WrayLisa Tweddell (Clerk).

 

Also present: District Cllr Simon Walsh.   

 

  1. Apologies and reasons given.  Cllr Tim Smith – no apology sent.  County Cllr Grocock and District Cllr Bingham sent their respective apologies for absence as were attending another parish council meeting.

 

  1. Declarations of interest and dispensation request for relevant items.

None received.

 

  1. To approve and sign the minutes of meeting held on Monday 14th December 2020. The minutes were then taken as read, approved and will be duly signed.

 

  1. Chairman’s remarks and clerk’s report.

  1. Emails received & circulated from resident of Bowgate regarding speeding on Bowgate and issues with noise and dangerous driving from another Bowgate resident.  Cllr Bingham advised for the lady to contact the police and provided a contact email address which I forwarded on to resident.  Resident has asked for a request for LCC to provide another 30mph speed limit sign for Bowgate, a request that is highly unlikely to be granted.  It was suggested clerk contact LCC to ask for a ‘slow down – horses’ sign as a repeater speed sign was highly unlikely. Email to be forwarded on to LCC.
  2. Email received & circulated from resident from Coldhurn Lane asking for a request to be put in to LCC by the Parish Council for a length limit TRO to LCC due to damage being caused to the soft verge on bend.  Email to be forwarded on to LCC.
  3. Clerk informed the mobile phone had stopped working but an old phone she owned now has the parish council sim in it so there was no urgency in purchasing a new one.  Cllr Walters offered an old Iphone of hers to use, which everyone was in agreement with.

 

 

  1. Pinchbeck United Sports Junior Football Team and use of Gosberton Risegate playing field.  George Wallace, Manager, was in attendance.  Cllr Thorley discussed the complaints received regarding George reiterated any future matches would be spaced ou to prevent overlapping of cars arriving / leaving. One match will be 9.30am start and another will be 11.30am.  There are no matches or training currently due to Covid restrictions.  He confirmed a payment had been made of £62 towards grass cutting this week and Malc Firth is to regularly cut the grass including the play area, when weather permits.  The councillors asked George about local youngsters playing for his team and he said it was a completely all-inclusive team and anyone was welcome, so much so, he is changing the name of the team to ‘South Lincolnshire Swifts’ to open up to people from all over the district.  He was not happy about the recent article in the local press where he felt he had been wholly misquoted.

It was suggested a further 4 weeks trial once matches resume and reassess the situation and if there continued to be complaints from residents, the agreement would have to be reviewed.Geroge thanked the councillors and left the meeting at 7.30pm.

 

  1. To discuss the Parish Agreement Scheme 2020/21 – L.C.C. Urban Highway Grass Cutting.  The contribution rate has now been set for 2021-22 at £0.0241 per msq, per cut. Therefore, based on three cuts per annum, in line with LCC policy, the contribution figure will be in the sum of £1051.39
  2. : to take up the Parish Agreement Scheme for 2021/21.

It was expected that the SHDC would soon be sending out quotes for Highway Grass Verge cutting soon and the plan would be submitted to Richard Knock for a revised price, as per the recommendations of Cllrs Oakman & Walters last year.

 

  1. To discuss a donation to the RAF Benevolent Fund or Guide Dogs for the Blind on behalf of Pete Langford who has given his time for free to clerks to help with the switchover of parish council websites.  Lalc have suggested a donation of between £20-£50 if the parish council would like to donate under S137 allowance.

Clerk informed the councillors that Pete’s help had been invaluable to most clerks in the district with setting up the new websites and she had greatly benefitted from his time and assistance.Resolved: to donate £50 to both suggested charities under S137 allowance.

 

  1. Request received to purchase Sandiacre Wasteland – for discussion. Cllrs Walters did not take part in the discussions for this item.

Letter received requesting to purchase land due to having family history with the land and a valuation of £8,000 was given by Stephen Knipe & Co Land Agents of Bourne

  • not to accept the offer at the present time.

 

  1. To discuss Wicksteed playground inspection reports and any actions required.

All medium risk items were discussed but there was nothing that required any urgent attention, some items such as the picnic bench at Risegate, had already been dealt with as a new bench was currently in storage until the better weather and Covid restrictions lifted.Resolved:

 

 

 

  1. To discuss gardening allotment demand and to agree on the way forward,
  2. Cllr Oakman would put a post on Facebook to ask for expressions of interest.  The land would be measured by Cllr Clark & Oakman.  To be put on the agenda for further discussions at the next meeting.

 

  1. Matters for urgent discussion in the parish not included elsewhere on the agenda.  Councillors are respectfully reminded that this is not an opportunity for debate or decision making.
  • Cllr Clark discussed the option of wood play equipment on the playing field as a cheaper alternative.  To set a date for a meeting of the working group to include chair, clerk, Cllrs Walters, Oakman & Wray.  More benches were requested.  Cllr Walters to get out the previous plans that have been drawn up.
  • Water deep on Cunsdyke Road due to a sink hole in the road.  Clerk requested photos and description and she would report to LCC.
  • To report to Simon Kitchen there is a mole problem on the Gosberton playing field.
  • Chair informed that the issue over trees being removed on Westhorpe Road was being dealt with by the Forestry Commission.
  • Cllr Wray mentioned a dog fouling problem in the village (Lowgate Lane, Salem Street, Mill Lane was mentioned)  and the fact there were either broken or missing ‘no fouling’ signs.  Clerk to ask Dog Warden for more signs.
  • Cllr Thorley reported the broken white railings on the Risegate Bridge.  Clerk asked for photos and she will report them to LCC.
  • Cllr Thorley asked for something more suitable and substantial for flowers at Risegate War Memorial.  Chair to make some enquiries.
  • Cllr Oakman said he had received complaints regarding the fnearby actory which has bright spot lights on until after midnight.  Cllr Walsh suggested the matter be referred to David Grant/ Phil Norman in Planning at SHDC in the first instance.
